Hacking Update small fixes

Smaller issues have been fixed regarding the Hacking Update

- winning against astro basebuilding ai should now be possible (radar stations counted as two buildings when placed but only as one when destroyed, thus stopping  aliens from winning)

- basebuilding ai will now wait until they have a group of units before attacking you

- generals price reduced

- crystal extractors price reduced

- Needles collect faster
